ROKETSAN is moving forward with one of the largest defense industry investment programs in Türkiye’s history, aimed at expanding the country’s missile, rocket, warhead, propellant, testing and advanced R&D infrastructure.
The company has completed a first investment phase worth more than $1 billion, while ongoing projects are expected to bring the total investment volume to $3 billion. The investment program is designed to increase production capacity, reduce foreign dependency in critical technologies, strengthen Türkiye’s layered air defense architecture and support the country’s growing defense export ambitions.
The new infrastructure includes the Kırıkkale Fuel Production Facilities, the Lalahan Warhead Facility and the N-26 Advanced Technologies R&D and Engineering Center. During the same ceremony, the foundation was also laid for the Lalahan Missile Integration Facilities, which will support higher-volume production of key missile systems.
New Facilities to Strengthen Missile, Propellant and Warhead Production
The Kırıkkale Fuel Production Facilities will support the domestic development, testing and production of critical fuel technologies for large-caliber munitions and missile systems. The facility was built on an approximately 25,000-decare site and includes 83 structures, including production buildings and open test areas. Its investment value is reported at $450 million.
The Lalahan Warhead Facility was built to increase ROKETSAN’s warhead production capacity and accelerate operational processes. ROKETSAN describes the facility as Europe’s largest warhead production facility. It has an investment value of $350 million, with 21,000 square meters of enclosed space and 26 structures.
The N-26 Advanced Technologies R&D and Engineering Center adds a major engineering capacity to ROKETSAN’s technology base. Built with an investment of $100 million, the center has a capacity for 1,000 personnel and includes advanced R&D laboratories within 30,000 square meters of enclosed space.

Lalahan Missile Integration Facilities to Increase Production Capacity Fivefold
The next major step is the Lalahan Missile Integration Facilities. Once completed, the site will include 18 structures with approximately 72,000 square meters of enclosed space.
This investment is expected to increase ROKETSAN’s serial production capacity by five times, particularly for critical systems such as SİPER, HİSAR and TAYFUN. These systems form an important part of Türkiye’s air defense, ballistic missile and long-range strike architecture.
The new production infrastructure will also support Türkiye’s Çelik Kubbe, or Steel Dome, layered air defense concept by accelerating the production of domestic missile systems across different ranges and mission layers.
More Than 3,300 New Jobs
ROKETSAN states that the newly opened and ongoing facilities will create employment for more than 3,300 engineers, technicians and personnel.
Around 2,000 personnel are expected to work at the facilities being opened, while approximately 1,300 personnel are planned for the Lalahan Missile Integration Facilities once construction is completed.
This employment growth is also important for Türkiye’s broader defense ecosystem, as ROKETSAN works with a large supplier base and has pushed localization in missile, rocket and munition technologies to above 90 percent.
Strategic Importance
ROKETSAN’s investment program is not only a capacity expansion project. It is also a strategic move to strengthen Türkiye’s ability to produce critical missile and ammunition systems under national control.
The new facilities will help increase production speed for air defense missiles, cruise missiles, ballistic missiles, anti-tank weapons, smart munitions, warheads and propellant technologies. This directly supports the Turkish Armed Forces’ deterrence capability while also improving ROKETSAN’s ability to meet growing export demand.
During the same ceremony, ROKETSAN delivered 20 different defense systems to the Turkish Armed Forces, including TAYFUN, SİPER, HİSAR-A, HİSAR-O RF, SUNGUR, ATMACA, KARA ATMACA, SOM, ÇAKIR, MAM-L, MAM-C, MAM-T, İHA-230 and TEBER.
